It looks like the next 3 hours will really 'tell the tale' as far as freezing rain and the change over to snow this afternoon. It looks like at least until 3pm we will see that warm layer of air at 850 mb or just above the surface causing precipitation to turn to liquid. That liquid will fall on to freezing surfaces and turn to ice. That's the definition of freezing rain. Abundant moisture is moving north and will continue progressing through mid afternoon. The snow change over will happen between 3 and 6pm as we see the colder air from this system fill into the 850 mb level of the atmosphere.
